Microsoft Volume Licensing News: Online Services Pricing to be Standardized

Table of Contents
On August 12, 2025, Microsoft announced a change that will reshape the way companies purchase Online Services through volume licensing agreements. Starting November 1, 2025, Enterprise Agreement will no longer include different tiered pricing and will be set into a single flat price, which is the published MSRP by Microsoft. This is the latest and most important update in Microsoft Volume Licensing News.
The Change in Plain Terms for Microsoft Volume Licensing
Volume discounts going away: Levels B, C, and D for Online Services will remain as labels, but they’ll all be charged at Level A — the same list price you see on Microsoft.com.
Agreements impacted: Enterprise Agreements (EA), Online Services Premium Agreement (OSPA, specific to China), and the Microsoft Products and Services Agreement (MPSA).
Products included: Microsoft 365, Dynamics 365, Azure, Windows 365, and Microsoft Security/Compliance/Identity offerings. (On-premises software isn’t affected.)
Who’s excluded: Education customers and U.S. Federal, State, and Local Government.

Why is Microsoft Doing This?
Microsoft mentions the goal is simplification and transparency. The shift mirrors how Azure was priced years ago and reflects a bigger trend: moving away from blanket volume discounts and toward pricing based on overall consumption and long-term commitments.
What Microsoft Volume Licensing Customers Should Expect
If your organization relies on an EA with Level B–D pricing, you’ll likely see increases as your discounts roll off. The biggest impact comes at your next renewal date or when you add Online Services not already listed on your Customer Price Sheet after November 1, 2025.
This isn’t just about numbers, it’s about strategy. Negotiations with Microsoft will focus less on how many seats you buy and more on your total cloud commitment.

Why 365 Cloud Store Is the Safer Bet for Any Type of Microsoft Volume Licensing
Here’s the good news: as a Cloud Solution Provider (CSP), 365 Cloud Store helps you stay in control. While Microsoft is eliminating volume-based discounts in EA, we assure that you will always get big discounts, based on your volume, on Microsoft’s published prices.
Even better, partnering with a CSP gives you:
Flexibility we offer different terms according to your needs, with the option to scale up or down.
Expert guidance to cut through Microsoft’s complexity.
24/7 critical admin support with a 30-minute response time.
A dedicated portal to manage all your licenses in one place.
What to Do Now
- Check your timeline: If your renewal is coming up soon, review your Online Services and consider adjustments before October 31, 2025.
- Talk with a trusted partner: This is the perfect time to explore whether a CSP model makes more sense than sticking with EA.
This is the most significant shake-up since Microsoft first launched EA pricing over two decades ago. While discounts are disappearing in one channel, the CSP model offers organizations a way to save money, simplify management, and get the support they need.
At 365 Cloud Store, we make sure you don’t just adapt to changes, you benefit from them.
